The reason for this is that electrons and particles do not follow establish set orbits and can rise and fall between energy levels (Electron Shells) or escape to other near by atoms depending on the bonding conditions. The drawing to the right attempts to show this unstable positions of electrons and the fact they can change energy levels or in the case of valence electrons escape or be shared by another atom.
